Threat to shut down Banner?

Data points from the web and from folks I've talked to in the Banner parking lot indicate a threat to shut down Banner to mountain bikes.  This is no doubt due to the mess that was stirred up because of the endurance race in April.  No official news yet from Kitsap County Parks, but Evergreen and Kitsapmtb both have inquiries in to the Parks folks to figure out what's going on.
